Series consists of minutes, notices of meetings, agendas and briefing notes with supporting documentation for the meetings of the group which organized the Vaad Ha'Ir (1934); the executive - (1934 - 1987); quarterly, general special meetings - (1934 - 1949); officers - (1952 - 1985); board of trustees - (1976 - ); minutes, reports, notices of meetings and agendas for the annual general meetings - (1934 - ); terms of reference for standing committees, (1981). Box 1 Organization meetings - (1934 -1985) Contains minutes which provide the details of the steps to formation of the organizational structure of the executive and its standing committees and Steering Committee minutes which developed the first constitution. Boxes 3, 4, 5 Executive minutes - (1934 - 1987) 3 boxes. Contains minutes containing discussion of ordinary business, special events and the development of the Ottawa Jewish community, (1934 - 1987); agendas, notices and supporting documentation, (1940 - 1987). Title of executive group changed slightly. First executive meeting held May 3, 1934. Early years meetings were held at Talmud Torah Hall, 171 George Street, or A. J. Freiman's office or home. Executive minutes provide the most consistent and comprehensive overview of community activities. Years 1951 - 1952 have resume of year's decisions. 196l minutes missing. The 1960 decade minutes incomplete. 1975 executive composed of officers of the organization, presidents of synagogues, fifteen major committee chairmen, 3 members at large, a senior rabbi and past presidents. In September, 1977 monthly meetings of the executive replaced by monthly meetings of the Board of Trustees. Officers meetings between 1977 - 1979 were executive ones. Box 7, 84 Annual general meeting minutes - (1934 - ) Contains minutes, notices,agendas, audio and video cassettes. First annual meeting was convened on October 28, 1934 at the Talmud Torah Hall, 453 Rideau Street with A. J. Freiman presiding. Beginning in 1948, chairman elected for a two year term. Dinner meetings were held from 1954 to 1963. 1974 marked the first annual general meeting of the Jewish community along with the 46th annual general meeting of the Vaad Ha'Ir. Annual accruals. Audio cassettes of 1977, 1979, 1981 - 1983 annual meetings and video cassette of June 2, 1999 meeting, the first annual meeting in the Ages Family Building, and June 7, 2000 annual meeting. Boxes 83 Annual reports - (1934 - 1977, 1995, 2000-2008) Contains reports from standing committees, campaigns, community agencies and affiliated organizations submitted to the annual general meeting. Reports first appeared as single sheets. In the 1950's, all reports bound. In the late 1980's, the reports published in the Ottawa Jewish Bulletin. Annual accruals. Box 1 Quarterly, general, special meeting minutes - (1934 - 1949) 2 folders. Contains minutes of meetings convened irregularly as need arose. Items of business include appointment of rabbis and fundraising under the J.D.C. (Joint Distribution Committee). A. J. Freiman was president during this period, followed by Thomas Sachs (1944 - 1948) and Lawrence Frieman (1948 - 1950); notices of meetings including the first notice of a regular meeting of the United Jewish Council of Ottawa, a preliminary name of the Jewish Community Council of Ottawa. Boxes 75, 78 Officers meeting minutes - (1952 - 2005) - Contains minutes of meetings of the president, vice-president, honourary secretary and executive secretary; agendas, notices. 1957 minutes missing. 1960 decade incomplete. Regular monthly meetings in the early 1970's. Functioned as executive committee towards end of 1970's (1977 - 1979). Box 6, 74 Board of Trustees meeting minutes - (1976 - 2004). Contains minutes, notices, agendas and 2 audio cassettes. First meeting was a dinner meeting, Febreaury 11, 1976 in the Social Hall, Jewish Community Centre, 151 Chapel Street. David Loeb was the president of this newly formed organizational unit. Beginning September 1977, it met once a month. Membership expanded to give more people in the community a more direct role in the operations of the Vaad Ha'Ir. Audio cassette of November 16, 1982 meeting regarding the purchase of Broadview Campus; Trustee meeting, February 22, 1989. Box 6 Terms of reference for standing committees - (1981 - ) 1 folder. Contains terms of reference for administrative, communal, fundraising, planning and budgeting, leadership development, public relations and programmatic committees. 23 committees are listed.

The first standing committees of 1934 were Vaad Hakaskruth, Talmud Torah, cemetery, public relations, spiritual enhancement, charities, arbitration and youth organizations. The number of standing committees, names, status and functions have changed to meet new circumstances in the community. Box 21- United Jewish Appeal. - 1934 - 2005 - 9 boxes Purpose is to organize and conduct the annual campaign for Ottawa community services, national, Israeli and other overseas relief. The U.J.A. commenced in Ottawa in 1952. The first Keren Hayesod Campaign, the forerunner of the United Jewish Appeal, goes back to 1922. Before 1952, there were separate campaigns and included the J.D.C. and Overseas Relief, United Synagogues of Ottawa War Services Campaign, United Jewish Community Campaign, Jewish National Fund Campaign, United Palestine (Israel) Campaign, Histadrut Campaign, Mizrachi Campaign. Sub-series contains minutes of campaign meetings, (1936-1982); notices of meetings and agendas, (1941-1982); financial material, (1934-1987); campaign contributions for separate campaigns, (1934- ); correspondence, (1947 - 1983); campaign publicity material, (1946-1976). Included in this sub-series is an audio visual slide presentation called, "Israel: The Way We Are" dated 1975. Box 21 Minutes - 1936-1982 Contains minutes of Campaign Committees, commencing with the Joint Distribution Committee, (1936-1942). Also minutes of United Jewish Appeal of Canada, (1968-1980) and Hy Hochberg reports of some national meetings (1974-1980). Contains correspondence, minutes, advertisements of functions, 1961 report of the Youth and Young Adult Committee. Boxes 28, 29 United Jewish Appeal, Women's Division. - 1963 - 1976. - 2 boxes It was initially formed in 1963. In 1972, under the guidance of Bertha Palmer, the Women's Division became an integral service group of the Ottawa United Jewish Appeal. Contains notices, (1965 - 1978); minutes, (1974 - 1977); correspondence, (1960 - 1968, 1972 - 1980); programs (1962 - 1988); press releases and news clippings, (1963 - 1978); Canadian Gathering of Jewish Holocaust Survivors and their children, April 29, 1985, Ottawa Congress Centre; The voice of survivors, published by the Association of Former Concentration Camp Inmates, Montreal, 1964; National Holocaust Remembrance Committee newsletters; educational material; Polish identity card, Polish currency, 1940. A VHS Tape entitled "Children of the Storm" (2000); Documents for Holocaust Education week (1996, 2001-2011). Until 1974 the anniversary observance was called Warsaw Ghetto Uprising Anniversary. Then called the Holocaust Memorial Committee. In 1994, name changed to Shoah (Holocaust) Memorial Committee. Box 38-40 Planning, Priorities and Budget Committee. - 1934 - 2008. - 3 boxes To examine community needs by reviewing beneficiary agency budgets and recommending allocations to the agencies from community funds. Previous names were UJA Budget and Allocations Committee, Budget and Finance, Finance Committee, Budget Committee, Authorization and Audit Committee. Initial purpose was to assist the rabbis in enhancing the spiritual and cultural life of the Jewish community. Evolved to provide a forum for the exchange of views among the synagogues of Ottawa and to ensure that rabbinical and other services of a religious nature are available in Ottawa. First named the Rabbinical Committee, Changed to Religious Affairs and Rabbinical Committee, then to Religious & Inter-Synagogue Affairs Committee and subsequently to Religious Affairs Committee. Ottawa Vaad Hayeshivos -1935 - 1955, 1969 - 1979. To facilitate the ability of educational institutions in Canada, United States and Israel to solicit funds in Ottawa. Box 42 Hanoar Study and Breakfast Club Committee. - 1939 - 1940, 1947 - 1954. - 3 files For boys aged 13 to 16 to meet Sunday mornings to take Jewish cultural and religious training in a Jewish surrounding and to continue the Talmud Torah training. First called the Breakfast Club Committee. Contains minutes of a meeting, 1940, notices of meeting (1947 - 1955); receipts, (1939 - 1948); letters from Hy Bessin, Winchester, 1943, 1944; Old Boys Reunion, February 1945 with list of alumni; program of annual father & son session and oratorical contest, May, 1949; Newsletters and bulletins, (1948 - 1949); financial, (1939 - 1940, 1950 - 1951). To teach religious values to young Jewish children. Bessie Cardash, Secretary, (1939 - 1946), then assistant superintendent; Rebecca Zivian, Superintendent, (1939 - 1945). Parent Association organized in 1949. Early teachers included Mrs Arnoni, Mrs Bubis, Miss Cohen, Miss A. Bessin, Mr. R. Constam and Miss Helen Zivian. Contains financial statements of teachers pay and rental of Osgoode Street School, (1940 - 1948); Financial statement , (1945 - 1946) contains experience and education of Bessie Cardash, Joyce Glickman, Lillian Cardash, Shelia Kastner, Sybil Goldfield, Freda Davis and Tillie Swedlove; correspondence, (1944 - 1950); application for space, Osgoode School, 1949; report of the Sunday School, 1949; teaching materials. Box 43 Ottawa Jewish Bulletin Committee. - 1940 - 1983. - 2 folders. To produce a bi-weekly publication containing news of local, national and international Jewish concern. Contains minutes of meetings; receipts for printing the Bulletin, (1940 - 1948); correspondence (1943 - 1959); census of periodicals, (1946 - 1948). Box 44 David and Rachel Epstein Foundation Fund. - 1951, 1968 - 1994. - 14 folders. The foundation was established from the estate of David Epstein who died July 16, 1968. The funds, laterally from his real estate investments, became the basis of the Ottawa Jewish Community Endowment and Bequest Foundation. 85% of the income to Ottawa Jewish charitable, religious and educational organizations and the remainder to Carleton University. The first distribution was made on July 16, 1970. It was also the impetus for establishing the Ottawa Jewish Community Endowment and Bequest Foundation. Contains letter from David Epstein, December 1951; correspondence, minutes, news clippings and financial statements of beneficiaries. Related material in Ottawa Jewish Community Foundation fonds. Box 45 United Zionist Council of Ottawa. - 1945 - 1973. - 6 folders. Purpose was to form an umbrella organization for the following Ottawa Zionist groups: Men's Zionist Society, Labour Zionist Council, Labour Zionist Council, Mizrachi Men's Organization, Ottawa Council of Hadassah, Pioneer Women's Council, Mizrachi Women's Council, Israeli Forum, J. N. F. Council, Friends of the Hebrew University. A forerunner of the council was the Zionist Committee. One of the duties was organizing the Israel Independence Day celebrations. Contains notices of meetings, minutes including 39th National Convention, 1968 and 3rd Biennial Convention, Ottawa, 1972) and correspondence, (1952 - 1970); Hy Gould's brief to the Zionist Organization of Canada, 1952; Ottawa Zionist Society programs, late 1940's; Canadian Zionist, May, 1970 when Hy Bessin elected president of the Federated Zionist Organization of Canada; Canadian Zionists. 1956, 1958 when Lawrence Freiman was President of Zionist Organization of Canada; membership lists. Box 45 Women's Committee. - 1951 - 1977. - 8 folders. The Women's Committee began as the Ladies Committee in 1934. The original purpose was to act as the ladies auxiliary of the Vaad Ha'Ir. The purpose changed to become a co-ordinating body representative of organized women's groups in Ottawa. Contains minutes of meetings, (1951 - 1970, 1974 - 1979); agendas and notices of meetings, (1951 - 1976); correspondence, (1952 - 1977); constitution, 1965. Also a history of the Reception Committee, overview of the history and development of the women's committee and membership lists. Conferences and seminars organized by the Women's Committee include: Women's Committee Conference, April 13, 1972 Changing status of women in the community, Nov. 12, 1974 Zionism and Canadianism, January 27, 1975 Ottawa looks at itself, Oct. 21, 1976 Box 45 Nathan Braham Estate. - 1963. - 1 folder. Chronology of administration of estate. Box 45 Leadership Development Group - 1964-1981, 1990-1991 - 3 folders. Contains correspondence, (1964-1965); minutes of meetings, (1964-1965, 1978-1981), and seminars; list of names of young adult division; and a Profile of the Jewish community of Ottawa by Hy Hochberg, 1964; Group Manual (1990-1991). The Young Leadership Development Group formed in 1964 with Gordon Roston as chairman. Initially formed to develop a corps of young men who would have the interest and capacity to be trained as leaders of the Jewish community of Ottawa. By 1978 women were included for communal leadership. Box 45 Shalom Ottawa. Production Committee. - 1972 - 1977. - 4 folders. To plan and produce a series of cable television programs focusing on the Jewish community under the joint sponsorship of the Vaad Ha'Ir and the National Council of Jewish Women. Contains minutes which contain a description and evaluation of programs, and production decisions; correspondence, (1972 - 1977); program outlines. Box 47 Youth Committee. - 1935, 1941 - 1954. - 6 folders. To foster and strengthen the religious, cultural, social and recreational activities among Ottawa Jewish youth. Youth Committee activities gradually transferred to Jewish Community Centre. Contains Young People's League news, Jan. 15, 1930; newsletter of current events of special interest to Jewry, 1935, compiled by Mrs Wilfred Gallay; notices of meetings, (1946 - 1951); minutes (1947 - 1951); statement of income and expenditures, (1948 - 1951); proposed constitution; Young People's League of the Jewish Community of Ottawa invitations and programs, (1946 - 1951). Box 47-55 Community Relations Committee. - 1953 - 2004. - Purpose was to develop a collective voice for the Ottawa Jewish community in all public relations matters affecting Ottawa Jewish life, as well as Israel. Also to integrate the efforts of the Committee with the National Public Relations Committee. First named Public Relations Committee. Contains minutes, agendas, notices of meetings, (1953 - 1986); correspondence, (1957, 1964 - 1978) of the committee, press releases about religious festivals, appointments, commemorative ceremonies and celebrations, (1952 - 1969); and minutes of affiliated Central Region, National Public Relations Committee, (1963, 1971). Box 56-57 Mission to Israel. - 1963 - 2010- Initially Canadian Study Mission. In 1971 became Mission to Israel. First Ottawa Mission to Israel in 1971. Purpose was to educate United Jewish Appeal campaign workers about Israel by travelling there. Contains correspondence, (1963 - 1968) about individuals travelling to Israel; correspondence, (1971 - 1980) about itineraries for missions; Mission Diaries: Ottawa to Israel, (1972 - 1976); Israel travel information. Box 58 Long Range Planning Committee. - 1971, 1977 - 2006. - Purpose of committee to plan future space requirements. Initially functioned as an ad hoc committee. Gradually evolved to a sub-committee of the Planning, Priorities and Budget Committee. Contains decisions of Synagogue and Jewish Community Centre of Ottawa, 1946; Machzikei Adas location; minutes, memoranda and reports about a new community complex, purchase of Broadview Ave. school property, integration of Hillel Academy and Ecole Maimonides and other future building needs. Box 58 Panel on Jewish Education. - 1981. - 1 file Contains reports to the Planning, Priorities and Budget Committee and terms of reference. Box 58 Panel on Individual and Group Services. - 1981. - 1984. - 1 file Panel was established as part of a new integrated planning and budgeting system designed to examine communal needs, set priorities and disburse UJA funds. Panel reports to the Central Planning, Budget and Allocations Committee. Contains budgeting presentations of various agencies and organizations, minutes of meetings, agendas and reports. History / Biographical
The Ottawa Vaad Ha'Ir (or the Vaad as it was popularly known) was established in 1934 with membership from the four congregations of B'nai Jacob (James Street), Agudath Achim (Rideau Street), Adath Jeshurun (King Edward Street) and Machzikei Hadath (Murray Street), along with some of the other organizations in the community. Membership gradually expanded to include standing committees, agencies and institutions and affiliated organizations. “Its purpose is to supervise and assist in the development of the religious, cultural, philanthropic and national life of the Jewish community of Ottawa”. The function of the Vaad was to approve fundraising campaigns, allocate support to the Talmud Torah and run the Vaad Hakashrut The organizational structure of the Vaad Ha'ir consists of an elected president and an appointed executive secretary. Mr. Archibald J. Freiman was the first president and continued in that capacity until his death in 1944. Subsequently, presidents are elected for a two year term. Administration of the Ottawa Vaad Ha'Ir is performed by the executive secretary. The first appointment was Harry Goldman, followed by Joe Ages, Hy Hochberg, Gittel Tatz, Gerry Koffman, Stan Urman and Mitchell Bellman. The president and executive secretary work within the administrative structure of regular meetings of the officers, which was replaced in the late 1970's by a Board of Trustees. Annual meetings are open to the community with reports published in the Ottawa Jewish Bulletin. Originally, the Vaad received its funding from the four congregations and membership fees from participating organizations. With the advent of local campaigns in 1946, the operating budget was obtained from these local campaigns, and since 1952, from the United Jewish Appeal. Since 1973, income is also received from the Ottawa Jewish Community Foundation. Initially, physical office space resided in Mr. Goldman's home at 218 Friel Street. By 1944 the Vaad had an office at the Talmud Torah Building, 171 George Street. By the fall of 1948, the offices relocated to 451 Rideau Street. Offices expanded to the Synagogue and Jewish Community Centre building, 151 Chapel Street, in 1951. In 1998, the officers moved to new premises in the Joseph and Rose Ages Family Building in the west-end of Ottawa. Its ongoing mission is to preserve and enrich Jewish life in Ottawa and its surrounding area, Canada, Israel and overseas. Very rough translation of the bills is as follows: Receipt of Ten Marks The elders of the Jews in Lodz Who brings this falsified receipt or makes fake receipts will be severely punished.
It has been written that the 2 Mark notes are quite rare, as they were the most forged in the ghetto at the time. Everyone was required at one point to hand their 2 Mark notes in so they could be redistributed.
