- Jewish Immigrant Aid Services was established during the first Plenary Assembly of the Canadian Jewish Congress, in 1919. The need to settle Jewish post-World War I immigrants became apparent at this time, but the community organizations established in part for this purpose, such as the Baron de Hirsch Institute, were overwhelmed by the flow of Jews into Montreal and the rest of Canada. Thus JIAS, an organization devoted solely to helping immigrants, was founded. Since 1919, Jewish immigrants to Canada have depended on this organization during their period of adjustment to this country. The JIAS intervenes with the government on behalf of current and prospective immigrants, helps to locate housing and jobs, and organizes language and citizenship classes. JIAS assists new immigrants in following the proper application procedures, provides counselling, and offers a directional service to community resources. JIAS also makes submissions to the authorities on all matters affecting Jewish immigration to Canada, jointly with the Canadian Jewish Congress. The national office moved from Montreal to Toronto in the 1990s. In 2008 the Montreal office of JIAS merged with two other Jewish social service agencies under the name Agence Ometz.

- Born in September 21, 1918, in Minsk, Joseph Kage (original name Kagedan) received a BA, B.Sc., MA, DSW, and Ph.D. from a variety of Canadian and American universities. He began his career as an educator, then entered the social work field with positions at the Jewish Family Services of Montreal and the McGill University School of Social Work. Dr. Kage became associated with Jewish Immigrant Aid Services (JIAS) in 1947. He was among the first professionals in this field to be engaged by the organization, where he occupied the positions of Director of Social Services, National Executive Director and was subsequently named National Executive Vice-President. He remained with JIAS until his retirement in 1983. The author of numerous articles and studies on immigration, Dr. Kage played a role in Canadian immigration history which extends beyond the boundaries of the Jewish community. A prolific writer, Kage's studies and articles appeared in various newspapers, magazines and professional publications. He was also the author of several books, including With Faith and Thanksgiving: The Story of Two Hundred Years of Jewish Immigration and Immigrant Aid Effort in Canada (1760-1960). He lectured extensively on various aspects of history, social welfare, sociology and psychology across Canada and throughout the world. Aside from his position at JIAS, Kage's communal activities were varied and extensive in both Jewish, non-Jewish and governmental circles. He was a founding member and Chairman of the Admissions Committee and editor of the bulletin of the Corporation of Professional Social Workers of the Province of Quebec; President of the Jewish Public Library; Chairman of the Board of Education of the Hebrew Academy; originator and Chairman of the National Conference on Yiddish and Yiddish Culture; Chairman of the Advisory Board on Immigrant Adjustment, Department of Manpower and Immigration; President of the J.I. Segal Fund for Jewish Culture; National President of the Canada Ethnic Press Federation; served on the grant-awarding panel of the Canadian Ethnic History Project, Secretary of State; and held other positions in various communal bodies. Aside from these organizations, Kage also was a member of several social, fraternal, educational, and historical associations. He died in 1996

- Scope and Content
- The first part of this series consists of 18 boxes of records sent from the JIAS National Office in Toronto by then-Director Barbara Held. It includes minutes, studies, and other post-1984 records up to the 1990s. including some case files. The collection includes 97 CDs with audio recordings in WAV and CDA format of Board meeting minutes 2002-2006, a total of approximately 97 hours of meetings. There are 26 audio-cassette recordings of meetings and conferences from 1995-1999, adding up to approximately 32.5 hours of material, and 3 videotapes (approximately 5.5 hours), of conferences about Russian Jewish immigration and events with new immigrants Box lists were furnished with the material. Addition 2010: The second part of this series consists of 6 boxes of JIAS National and Western Region (Winnipeg) records transferred from the Ontario Jewish Archives in Toronto; 3 boxes contain Winnipeg administrative records, three have National Office materials such as correspondence, reports and newsletters. In additon, there is one oversize box containing a United Israel Appeal scrapbook from 1951. A detailed contents list was provided with the material. Addition 2014: 6 JIAS National videotapes (approximartely 9.5 hours) pertaining to the QND Evaluation Focus Group were transferred from the Jewish Public Library of Montreal in January 2014 and are housed with the videotapes from this series

Joel; JIAS News and JIAS report - newspapers from 1948-60s. Binder with newspaper clippings about JIAS activities - mostly 1980s and 1990s. Also 2 laminated illustrated news articles about JIAS immigration work.

- History / Biographical
- In April 2008, JIAS Montreal merged with Jewish family services and the Jewish Employment Program to form Agence Ametz. It was then decided that all remotely-stored migration and other JIAS cases from the Late 1980s thraght to 2088 would be transfered to the care of CJCCCNA.
- Custodial History
- The collection was donated on January 26, 2010 by the Montreal JIAS office now called Agence Ometz. The case file boxes will remain currently in remote storage at Iron Mountain (Ville St. Laurent branch) and will only be accessed as needed. Addition to the collection was made on Nov.3, 2010 by Olga Davydova for JIAS/Agence Ometz.
