History / Biographical
Judge Jacie C. Horwitz (b. May 13, 1914 - d. March 29, 1998) was born in Ottawa, 1 of 8 siblings born to Max and Rebecca (Rodkin) Horwitz. After graduating from Lisgar Collegiate, Jacie went on to complete a B.A. from Queen’s University in 1936. In 1939 he graduated from Osgoode Hall, Toronto and married Jeanne Rich on November 26 that same year. They had three children, Betsy (b. 1942), Dale (b.1943), and Jack (b.1949). In 1939 he began his career as a criminal lawyer, and he also specialized in commercial law and litigation. In 1950, he was made King’s Counsel. He practised until 1970 when he moved to Toronto to become the first Chairman of the Commercial Registration Appeal Tribunal. This appointment was followed in 1979 by that of a provincial court judge. He retired from the bench in 1984. He gave many years of prominent leadership to the Jewish community of Ottawa. His involvement began as a youth when he became president of Ottawa Young Judaea. At Queen’s University, he was president of the Beth El student group. In 1945, he was part of the founding team for Camp B’nai B’rith at Quyon, Quebec. He also founded the Hillel Foundation at Queen’s University in 1948, and was instrumental in establishing Hillel Lodge, the Ottawa Jewish home for the aged. The first of many trips to Israel began in 1949 when he travelled as a representative of the Men’s Zionist Society of Ottawa and provided medical supplies. He founded the Canadian Friends of Haifa University and has been a member of the Board of Governors of Haifa University. In politics, he was as active member of the Progressive Conservative Party. Beginning in 1959, he served 7 years as a Commissioner for the National Capital Commission. He held several executive positions with B’nai B’rith, culminating in the National Presidency in 1967. His main interest was the Anti-Defamation League. In 1968, he helped with the formation of the Canadian Council of Christians and Jews. The following year, he headed the Israel Bond Drive. He became President of the Ottawa Jewish Community Council in 1970-1971. In retirement, he was named Chairman of a $3.7 million expansion drive launched by the Canadian Cancer Society on behalf of the Ottawa Civic and General hospitals. In 1989, he headed the Ottawa team for B’nai B’rith membership campaign.
