History / Biographical
Helen Zivian Levine was born on October 23, 1923 in Ottawa, the second child of Rebecca and Isaac Zivian. She attended Mutchmor, Glashan and Glebe schools in Ottawa. The Zivian family originally lived in Sandy Hill and later moved to the Glebe. While growing up in the Glebe, Helen often wished that she lived in Lowertown where there was a greater sense of community. Her father, Isaac Zivian, worked as a purchasing agent for the R.C.M.P. for many years. Rebecca Zivian briefly attended Glebe Collegiate and then went to St. Patrick’s College when it opened up enrollment to women and offered part-time studies during the war. Over a period of ten years while raising three children, Rebecca obtained her Bachelor of Arts degree. Rebecca Zivian was also an "informal community organizer". She developed the first Ottawa Jewish Girl Guide troop (13th Girl Guide Company and Brownies), and started a Jewish women’s bowling league. In the mid-1930's she also founded the Ottawa Hebrew Sunday School which provided her own and other children with an alternative Jewish education, as she felt that the regular Talmud Torah which was three nights a week was simply too much. The Zivians were exceptional people in that Isaac held a high-level civil service position and Rebecca obtained post-secondary education while raising a family in the 1940's. The Zivians left Ottawa after Isaac retired from the Civil service to join his brother in Detroit. He spent one year in Toronto learning the steel business before leaving for the US during which time, Helen lived with her parents. After high school, Helen left Ottawa to attend Queen’s University in Kingston. There she earned a Bachelor of Arts degree at the same time as friends Carolyn Berlin, Janet Steinman and Shirley Evenchick. She completed her studies at the University of Toronto where she earned her Diploma in Social Work (equivalent of MSW). While in Toronto, Helen met Gilbert Levine (b.1924 - d. 2009) at a "welcome home from the war" party. Gilbert was studying Sociology at the University of Toronto. Helen and Gilbert were married in 1947. After graduation Gilbert found work as a researcher and eventually was hired as Research Director at the Ottawa headquarters of the National Union of Public Employees, the only non-clerical employee of the organization at the time. In 1956 Helen and Gilbert moved to Ottawa and lived in a small apartment on Tilbury Ave. Eventually, they were able to purchase a car and move to a house on Woodward Ave. near Kirkwood. Gilbert soon became a well-established figure in the Canadian Labour Movement and a central figure in the 1963 merger that established the Canadian Union of Public Employees (CUPE). Gilbert maintained his position as Research Director and pioneered methods of labour research that made CUPE the envy of Canadian unions. A firm believer in the democratization of research and accessibility of information, Gilbert spearheaded initiatives that eventually produced The Standard Agreement of CUPE (now the Collective Agreement Information System). Gilbert's work allowed him to be a vocal member of the Canadian Labour Movement, and became actively involved in the political scene. During the 1960s, Gilbert was a leading figure in the movement for an independent Canadian Labour Movement and a notable figure in the NDP Waffle Caucus. He remained an active advocate for social justice and labour rights until his death in 2009. Helen was a social worker with the Ottawa Children's Aid Society in the 1960's. She was then hired by Carleton University’s School of Social Work where she taught a women's studies course and became a pioneer in the field until her retirement in 1988. In 1989 she received the Governor General’s Award in commemoration of the Person’s Case for advancing the equality of women in Canada. In 2006, Helen co-wrote a book with Oonagh Berry entitled, "Between Friends: A Year In Letters." Helen and Gilbert had two children, Ruthie (Tamara) (m. Larry Katz) and Karen (m. Michael Enright). Tamara, is an adult educator and literary activist who began her career teaching workplace literacy and later worked in education at the Canadian Labour Congress. In 2012 she authored "But Hope is Longer: Navigating the Country of Breast Cancer.) She lives in Ottawa.
