It is published annually. The Labour Zionist Council of Ottawa, the first publisher, was joined by Pioneer Women in 1955. The Histadrut League and Pioneer Women Na'amat were publishers between 1970 and 1987. Na'amat published the directory from 1988 onwards. Harry Shinder and Sonia Viner were the founders of the 1st edition. Ottawa was the first Jewish community in Canada to publish a telephone directory and the idea was introduced by Mrs. Max Baylin. The title changed from the Jewish Reference Book and Telephone Directory in 1951 to the Ottawa Jewish Reference Book and Telephone Directory in 1952, and other variations over the years. - Ottawa Council of Pioneer Women Na'amat is a branch of Na'amat Pioneer Women of Canada. Na'amat is Nashim Avdot Umitnavot, a Hebrew Acronym for the Movement of Working Women and Volunteers. In Canada, branches provide a broad spectrum of social services to raise the quality of life for women, youth and children in Israel. It is also engaged in disseminating the Labour Zionist viewpoint among North American women. Pioneer Women was founded in 1921 in Palestine as Moetzet Hapoalot, or, Working Women's Council. Initially, Canadian groups were affiliated directly with American ones. In 1965 however, Canadian women formed a separate organization and gathered for its founding convention in 1966. Afterwards, the name changed in Israel in 1975 to Na'amat, it was subsequently adopted in Canada in 1976. In Ottawa, the first group of Pioneer Women was founded in late 1938 under the guidance of Mrs. Dora Green. That group was named Golda Myerson, and later renamed Golda Meir. The first meeting took place on November 18, 1938 in the home of Dora Green, 235 Cooper Street. The first elected executives of the Ottawa branch were Dora Green (Corresponding Secretary), Ruth Levendel (Recording Secretary), Miriam Goldstein (Treasurer), and Aura Arroni (Propaganda). Regular meetings were held weekly, program material was both cultural and political, and meetings were conducted in Yiddish. Early in the branch's development, the question of the organization's relationship with Hadassah arose. It was determined that the two organizations would not work in competition, but shared equal space in working towards the "upbuilding of Palestine." Pioneer Women, however, were specifically concerned with providing both moral and financial aid to institutions connected with the Labour Movement. In December 1943 a second group, Dagania, was formed. It was the first English speaking group under the guidance of Sylvia Shinder and Ida Krakover. In 1970 it was renamed Degania. The third group, also English speaking, was organized in October,1959 with the name Kinnereth, along with Mrs. Dina Shalom as chairman. It was noted for its cultural programs. A fourth group, which functioned in the 1940, was Zionia. A fifth group, Chana Senesh, was founded by Sonia Viner in 1959. It stopped functioning about 1985 but resumed activities in 1993. Other groups include Tikvad, Medina active in the 1950's, Aviva formed in 1975, Nitzah formed in 1986 by young women and new mothers, and Ahava which formed in 1989. Otzma was founded in 1996. There are three Ottawa chapters of Na'amat in Ottawa today; Chana Sensh, Aviva, and Otzma. Current Presidents of Na'amat Ottawa Council are Andrea Malek and Danielle Schneiderman. Among a variety of fund raising activities, the publication of the Ottawa Jewish Telephone Directory predominates. It was started by Arthur and Sonia Viner. The Na'amat Pioneer Ottawa Council was formed when there were three active Ottawa chapters. The first chair of the Council was Dora Green. In 2022, publication of the Ottawa Jewish Directory ceased and was replaced by seasonal Community Resource Guides which listed business and institution information only. Mrs. Miriam Paghis, at the time a young Pioneer Women’s member, recalls Anna Pepper as a “great fund raiser - no one could raise money as she could.” Mrs. Pepper was a member of the Golda Meir group, extremely active and loved the organization according to Ethel Malek.

- Sylvia Shinder was involved with the Na'amat Pioneer women which was founded in late 1938 and participated in disseminating the Labour Zionist viewpoint among women. The second group of pioneer women and the first English speaking group was under her guidance and was called Dagania (later renamed Degania). The Pioneer women Na'amat later published an Ottawa Jewish telephone directory and Sylvia's Shinder's husband Harry Shinder, along with Sonia Viner, were the founders of the first edition.
